coinor-libsymphony3 software package provides COIN-OR solver for mixed-integer linear programs (shared libraries), you can install in your Debian 9 (Stretch) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install coinor-libsymphony3
coinor-libsymphony3 is installed in your system.
Make ensure the coinor-libsymphony3 package were installed using the commands given below,
$ sudo dpkg-query -l | grep coinor-libsymphony3 *
You will get with coinor-libsymphony3 package name, version, architecture and description in a table
